This note is a Freidberg 2211-E. This is the tougher light green seal as opposed to the dark green seal. Richmond is a relatively difficult light green seal.

It has been graded by PMG as Very Fine 30 with a comment about rust, which means it is a decent note that is a fraction of the price of an uncirculated.
